Gravel Driveways and Lanes in Hermitage, PA
Hermitage was a township until 1984 and is still built like one: nearly 30 square miles of suburban streets, acreage lots and hay fields north of Sharon. The drives are long and the ground is glacial till with a tight layer under it. Jeff builds and rebuilds gravel drives here under Pennsylvania rules, 30 minutes from Farmdale.
Gravel Driveways in Hermitage
A township-sized city with room for a lane
Hermitage is the largest city in Mercer County by population, about 16,000, and the third largest in Pennsylvania by area. It became a city in 1984 after a century and a half as Hickory Township, and Wheatland joined it in 2024. Behind the stores on the main roads there are deep lots, wood lots and fields, and houses still going up on them.
That is why gravel drives here run to a few hundred feet: back to a house set off the road, out to a pole barn, around to a shop. A short drive gets by on a thin build. A long one on wet till does not, so Jeff builds the long ones for the fuel truck and the stone truck, not just the car.
Till with a pan under it
The soils mapped through northwestern Pennsylvania, Canfield and Ravenna among them, are glacial till with a fragipan one to two feet down. Water soaks the top, hits the pan and runs sideways along it. A drive cut into a slope on that ground has water seeping into the cut all spring.
Jeff keeps the subgrade on fall, catches the seep in a swale or ditch on the uphill side, lays fabric over the clay and builds up with a base of large angular stone. The top course is crushed limestone with fines that packs into a hard crown. The guide to building a gravel driveway explains each layer.
PennDOT, the city and the highway occupancy permit
Where a drive meets a state road in Pennsylvania, the work in PennDOT's right-of-way needs a Highway Occupancy Permit before it starts. Most homes fall in the minimum use class, and the property owner applies, with a letter from the municipality showing it reviewed the location. On a city street the City of Hermitage is the office to ask.
The road owner sets the culvert size and where the mouth can go. Jeff sets the pipe to the grade of the ditch and builds the drive over it. The permit guide covers PennDOT's process and how it differs from Ohio's, which matters to people who own ground on both sides of the line.
PA One Call and the conservation district
Locates in Hermitage go through PA One Call (811), placed at least three business days before digging. The road ditch is where phone, cable and gas lines tend to run, so the culvert end of the job is where the marks count.
Pennsylvania also regulates earth disturbance through the county conservation districts, and a long drive on a big lot can disturb enough ground to need an erosion plan. The Mercer County Conservation District is the office to ask before a large cut, and it comes up when the route is walked.
Rebuilding, widening and what comes out first
Older Hermitage drives were often stone over sod, and after a few winters the middle has sunk, the edges have spread into the lawn and the potholes come back every April. Jeff digs the soft sections out, bases them and cuts the crown back in rather than topping them with more stone.
Widening for a camper or a second car is built the same way as a new drive. Where an old concrete strip has heaved into steps, he breaks it out and hauls it first. A drive on a wet lot gets a drain along the low side in the same visit, and an old garage in the way can come down on the same trip.
One figure, over the line
Mercer County is close to home for Logan Earthworks, so a small job in Hermitage is fine. Jeff comes over, walks the route with you and gives one price with the stripping, base, top stone, culvert and grading in it. Estimates are free. He does not pave asphalt or pour concrete.
The rest of his work in town is on the Hermitage page, and the full gravel driveway service page covers new drives, lanes and repairs across Ohio, Pennsylvania and West Virginia. A pole barn pad, clearing or drainage on the same lot can be priced in the same visit.

What that covers
- Long drives on acreage. A few hundred feet back to the house, routed on the high ground and built for the truck.
- Lanes to pole barns. Base stone thick enough for a loaded delivery, a crown on top and a turnaround at the building.
- PennDOT culverts and approaches. The pipe and mouth the permit calls for, bedded at ditch grade and built over.
- Sunk drives rebuilt. Soft middles dug out and based, the crown cut back in, edges opened so water leaves.

Questions people ask
Not seeing yours? Call (330) 625-5754 and ask Jeff, or read the guides.
Do I need a PennDOT permit for my driveway in Hermitage?
If the drive meets a state road, yes. Work in PennDOT's right-of-way needs a Highway Occupancy Permit before it starts, and most homes fall in the minimum use class. The property owner applies, with a letter from the city showing it reviewed the location. On a city street, ask the City of Hermitage instead.
How far ahead do I call 811 in Pennsylvania?
PA One Call (811) wants the notice at least three business days before digging. Jeff places it for the job. If the property runs across the state line, the Ohio side gets a separate locate through OUPS (Ohio 811), which has its own notice period.
Why does water seep out of my driveway cut every spring?
The till soils around Hermitage have a fragipan a foot or two down. Water soaks through the topsoil, hits that layer and runs sideways until it reaches a cut, which is your drive. A swale on the uphill side catches the seep first, and fabric with a coarse base keeps the rest from turning the drive to mud.
Can you widen my drive for a camper?
Yes. The strip is stripped of sod and topsoil, based with coarse stone, topped with a mix that packs and sloped a little away from the house. If the wider mouth changes the approach at a state road, the PennDOT permit covers that too. Ask the city about setbacks near the lot line.
Do you work on both sides of the state line?
Yes. Logan Earthworks is based in Farmdale, in Trumbull County, and Mercer County is regular ground. The rules change at the line, with PennDOT and PA One Call on this side and ODOT, the county engineer and OUPS on the other, and Jeff sorts out which applies before anything is scheduled.
