Wet glacial ground and open holes
Trumbull County sits on glacial soils, and the county's own farmland plan names seasonal wetness and slow permeability as the main limits on many of them. The USDA describes the Trumbull soil series, found on level till plains in northeastern Ohio, as poorly drained, with brief ponding after heavy rain and snowmelt. In plain terms, a foundation hole in Warren can turn into a pond overnight. Who places that notice gets settled when we look at the job. Larger sites have a second thing to check. Ohio EPA says construction that disturbs one acre or more of land needs storm water permit coverage. Your engineer or builder normally handles that paperwork. Ask them early, and confirm both rules with OHIO811 and Ohio EPA.
